Columbia’s city government ended the 2011-2012 fiscal year more than $400,000 over budget caused by a combination of less than expected revenue and unbudgeted spending.
Mayor Mark Harris said the city has already put several changes in place to prevent a repeat of the situation in the current fiscal year.
