Billy Ray Skaggs, 71, of Summersville, son of the late Clarence Raymond Skaggs and Marie Lewis Skaggs, was born on Friday, February 6, 1953 in Taylor County and departed this life on Wednesday, December 11, 2024 at his home.
He had made a profession of faith in Christ, was a member of the Liberty Missionary Baptist Church where he served as deacon, and previously a member of Aetna Grove Baptist Church where he also served as deacon. He was retired as a Kentucky State Highway Department foreman, and maintenance and custodian for the Green County School System. He loved fishing, hunting, anything outdoors, but his greatest love was his family.
Survived by his wife of 50 years, Debra Kay Terry Skaggs of Summersville, having united in marriage on June 15, 1974.
Other survivors include a son and daughter-in-law, Steven and Keisha Skaggs of Columbia; a daughter and son-in-law, Kristi and Marty Young of Greensburg; three grandchildren, Isaiah Young, Isaac Young, and Keagan Skaggs, and fiancé, Abby; a brother and sister-in-law, Larry and Eva Skaggs of Greensburg; a nephew, Tony Skaggs; and a host of other relatives and friends.
Funeral services were held on Sunday, December 15, 2024 at the Cowherd and Parrott Funeral Home with Bro. Kelvin Edwards officiating and burial in Green County Memory Gardens.
The family has asked that expressions of sympathy take the form of donations of the Gideon Bible Fund or St. Jude Children’s Hospital, which can be made at the funeral home.
Pallbearers were Isiah Young, Isaac Young, Keagan Skaggs, Jeffrey Shelton, Robbie Shelton and Tony Skaggs.
Honorary pallbearers were Terry Marr, Mike Akin, Bobby Bradshaw Carl ‘Slick’ Alexander, Steve Hartfield, Jackie Bagby, Mitchell Squires, Robbie Houk and Randal Dobson, all state barn retired crew.
Cowherd and Parrott Funeral Home was in charge of arrangements.
