Bill commemorating Deputy Josh Phipps moves forward in House

A resolution passed by the Kentucky House would designate the entirety of US Route 127 in Russell County as Deputy Joshua Phipps Memorial Highway.
Officer Phipps died in the line of duty on Sept. 16, 2024 while attempting to apprehend a suspect who fled from a vehicle after firing at a state trooper. Phipps was a native of Adair County.
The resolution, House Joint Resolution 5, is sponsored by Rep. Josh Branscum (R-Russell Springs).
“Deputy Sheriff Joshua Phipps gave his life and paid the ultimate sacrifice serving and protecting his community,” Branscum said in a press release. “The passing of Deputy Sheriff Joshua Phipps has left a scar on his family, our community, and his brothers and sisters in law enforcement.”
HJR 5 now moves to the Kentucky Senate for consideration.
The resolution also renames other roads around the commonwealth in honor of Kentuckians such as Samuel Manley, captain of the Madison County Sheriff’s Office who died in 2023, and former Rep. Brent Yonts who died from Covid 19 in 2021.
